drain patch

For aesthetic reasons late-game, it's nice to not have remnants of old mining outposts. These blueprints drain a resource patch as fast as possible, destroying the ore.

For small areas (<=5x5), the alternate version is faster than , though it doesn't work for tungsten ore.

The higher the mining productivity tech level, the slower this works!
