1 heat tower to four heat exchangers drives 8 turbines.
The steam tanks provide a steam buffer to allow the turbines to run a while if fuel runs out.
Feed spoilage in the bottom belt. It will be used first.
Feed rocket fuel into the top belt. It will be used if there isn't enough spoilage to keep the heat tower above boiling point. The red rights will turn on whenever it is consuming rocket fuel.
