This uses the Crafting Combinator mod (I'm using the forked version). Note: This isn't ratioed at all, such that it might not be fully optimized and the beacons do not reach the inner most assemblers. I tried to keep this as compact as I knew how, but feel free to optimize the design based on your needs.
The warehouse stores the end products and passes the values through arithmetic and decider combinators to determine how many units are needed. The small poles allow for passing the outputs to the next chain of combinators without "contaminating" the mini signal network intended for the crafting combinators. The two additional sets of combinators are to 'convert' the Tier 3 modules all the way down to Tier 1, so that we can pass the Tier 1 and 2 values to the assemblers as separate signals so that they know what to produce, and will produce as many as are required to satisfy the end value of the Tier 3.
