This is a fairly low-tech blueprint for generating charcoal; all it needs is power and water. You'll need to seed the carbon dioxide liquefiers and furnaces with a bit of starter charcoal to get things going. Even when powered by solely mk1 steam engines burning its output it can still produce a tiny amount of surplus charcoal, but it's much more effective when paired with a mk2 engines or a bit of renewable power.
Running a couple of these on an isolated power grid with some wind or solar and buffering the surplus output is pretty good insurance against power crashes.
