I recomend for you to use starter build before building this big base: https://factorioprints.com/view/-OC9dQhs6BoqAn_9rQKB i recomend to use at least two sets of this starting build as the whole base needs more than 16k ice platforms + concrete.
First focus on building left part in red recangle, from up to down. In this part you get base production - power, rocket fuel, ice platform, water. Note that you might need to manually build offshore pumps in orange circles as the game sometime says that ice platforms colide with them while placing bp (they arent).
Pipeline inputs are marked on right side of base - Crude oil, Fluorine, Lithium brine.
Imports are set in the cargo landing pad, adjust numbers as you like.
