Benefits from quality parts but is not strictly necessary. This is the endgame ship I've used - I mostly end up with a surplus of Promethium science still so this feels like a pretty good rate of production. It's mostly just very efficient - making excessively good use of asteroids.
High quality collectors on the right side of the ship are important cause that's where the bulk of promy chunks are collected. Less important on the left side of the ship.
It'd be better with explosive rockets but eh.
