6x Rocket Launch Synchronizer

I fixed the following issues:
- Added missing wire from the satellite inserter to the global circuit network.
- Added missing wire from the PINK combinator output to gloabl circuit network.
- For each row, I moved the upper belt & inserters down 1-tile so they can load the Rocket silo.
