Manages egg launching to minimize unwanted hatchlings.
Silo will only load when given the enable command, received via radar. This is legenday egg symbol. Send it only when you want eggs sent to space (low promethium science + orbital request).
A counter will ensure only 1 silo loads at a time, and that they go in order so that spawners can recover stock. Once the silo launches the counter will increment, preventing the same silo from trying to load more until it's next turn.
