This gets 2 4x stacked Turbo belts of green chips output.(480/s) I sometimes see a blip of cable starvation from the EM plants so I think a slight quality on the bulk inserters from foundry to EMP may be necessary. I couldn't easily cover everything with power without quality Substations though so those are what you will need quality for.
