Self-ordering cargo rocket system. Configure items to load with the constant combinators, using negative values to request. You can request whatever you like, many items can be loaded into the rocket.
Set minimum number of stacks in the cargo rocket before a launch will be allowed on the F decider on the left side. Configure how many requests are allowed before a launch will be allowed anyway past that threshold on both S deciders on the left. You may want to set the threshold of free stacks before a launch is forced on the E decider (optional, set to 10).
Lastly, configure your transmitter network to send a green signal when your landing pad is clear and your network is powered. You should configure your transmitter network to also not send any negative values through the link, and you should use the green wire for sending network data. You can force an immediate launch by sending a pink signal.

If you don't have Krastorio2, you can still use this. Replace the requester warehouse with normal requester chests. If you want multiple chests, add an arithmetic combinator to divide the output going into the chest by the number of chests you have and send that into the chests.
If you don't have Transport Drones, you can still use this. Replace the Transport Drones requester depots on the left with whatever you use to get liquid rocket fuel and packed cargo sections to a rocket.
