There are controlled belts to have everything in storage before recycling, u might want reduce storage for red circuits and wires as it is not needed as much on site and is crucial for production (plastic + copper plates). Full scale production starts after recycling blue cards. Also i recomend at least level 4 recycling production for holmite ore.
Connect heavy oil to one of two pipes in red circles (whole pipeline is connected).
Note that this base so big, because of game startup settings, you can fidle around how big isles will be.

- added more accumulators to setup (It is enough to power whole factory now, you dont even need to replace lightning rods)
