Turns on the red light for 1000 ticks after a train passes. (Change T < 1000 to any other value; 1000 ticks ≈ 17 sec). Prevents trains from departing in a crowd.
Green wire from the rail signal is OUTPUT, red wire is INPUT. The rail signal's yellow phase starts the counter. The rail signal closes while T > 1.
