Perfect ratio: 80 Heat exchangers x 138 Turbines x 66 Steam tanks

Manually insert two Fuel cells in each rector for startup
Robot based, but can be easily retrofitted with belts.
Fuel economizer: Fuel cells are inserted into Reactors only when Steam tank storage goes below 100K steam
Power plant goes online, when accumulator charge goes below 20% (Configurable from Decider combinator)
Power plant goes offline, when accumulators are above 95% (Configurable from Arithmetic combinator, write the delta, with a minus sign)
