Synchronized Totally Automated Takeoff/Landing Expedition Regulator

Uses the "Construction robot: 1" signal generated by W.A.L.D.O.R.F.'s attack detection system to insert/remove bots from roboports along the length of a wall, thus preventing mass bot casualties during attacks. Make sure to keep each contiguous section of S.T.A.T.L.E.R. on its own completely isolated logistics network. For best results, isolate the logistics networks of walls that meet at corners to keep your construction bots from flying over the "hypotenuse" of empty terrain.
