I made this one to be relatively small and tight, with auto-priming circuit used in my 1.1GW 8-core design.
This one does NOT have it's own solar-based internal power, so brownouts are possible. I did put a power switch in the middle-left of the design, Turn this ON until power is generating, then turn if off after power is up to isolate the internal circuits from external power. There is a small amount of buffered accumulator power that may help with brownouts.
Connect 6 waters on the LEFT side (5 necessary for full power, 6 helps with any losses).
You will find some slight asymmetry, of the 16 runs of steam, most have 5 turbines while one on each corner has 6. To help with that, I cross connected each run of 6 to an adjacent run of 5, to help keep more steam on that line.
This design does NOT have a lot of reserve steam capacity! I purposely did NOT cross connect all the steam storage tanks (didn't want to complicate the fluid calculations i.e. mess up UPS). So if you increase the number of storage tanks, remember this, as you may likely only be increasing capacity in a few spots not for the whole system.
Circuit: A timer based on ticks counts ("B") and rolls over and when it hits 100, the inserters will deliver fuel. Signal "B" is not visible to the arms unless there is less steam than indicated in the second-from-time decider, you can mess with the values there. I have it set to 125K which is 25% of full.
