Compares the Logistic Network signals and determines which arcosphere you have too many of, you can input a threeshold tolerance in the Constant Combinator marked by the double arrows in the top of blueprint (it needs the mod "Text Plates"). Default value is 20 - It means if any of the 8 spheres his 20% more the deviation(I don't know math terms so it's probably not the correct term who cares) of total spheres it will be requested to be sent to a balancer (that's not included). For example There are 1800 spheres in all your logistic network, with a simple division we can figure out the deviation is the result of the total number of spheres (1800) divided by the types (8 - Lambda,Xi,Zeta, etc.) so the ideal ratio should be 225 for each sphere. With a standard 20% deviation tollerance you can have up to 225 + 20%(45) = 270 spheres per type before - if it exceed this amount the requester will send the signals of the "Excessive" spheres types to your balancer to re-balance or whatever.
