4-way elevated intersection, all:all with u-turns

This is a compact, right-hand-drive intersection with no crossings. It scores 120 on an all:all 1-1 trains test in the Intersection Tester. It takes its input/output rails elevated at a slightly unusual spacing because that's how my Py base does it.
