The ratios are for K2 steam values, it also uses DarnItWater! for symmetry. The reactor blueprint uses Realistic Fusion Power and generates 3.6GW. You need 2 D-D reactors to generate enough tritium for the D-T blueprint (connect their output to the gas mixer). All those refineries (in both the D-D and D-T reactors) need hydrogen sulfide to start, each refinery needs 22 hydrogen sulfide barrels, except for the rightmost one, that needs only 5.
