Oil refining setup for converting nearly all oil to PG. There is a little excess on the LO output which the LO to PG crackers can't handle, but testing showed that it takes hours to back up the pipes if they start empty. Additionally, I'm assuming some LO will be used for solid fuel production and thus it will not be an issue. Pumps pull any available HO or LO into tanks before it can be cracked, so no circuit network is required.
The pipe to ground missing at 44,17 is fixed in the blueprint.
