Fuel cells are loaded every 200s if steam buffer is below the 70-80% threshold giving you maximum neighbor bonus even if your current demands are only 300MW or even lower. Reactors should never reach 1000C, my understanding is that's when you're wasting fuel.

The main trouble is getting the water into the top and bottom. The design was always around use of the waterfill mod but you can always haul water by train or nearby source. Theoretically you only need 10 pumps but I like each column to have its own pump.
Use train cargo filters for getting used power cells out as you load fresh cells in.
I plan on sharing different versions of my railway block that allows your trains to do a 180. I haven't seen one like this and I find it quite symmetrically pleasing and cheap to build.
