An advanced coal liquification plant designed to use a full 4 stacked turbobelt of coal and output it fully as petroleum.
Light oil is cracked to petroleum when its volume is greater than petroleum, as such either could be extracted.
It starts with an extra refinery outside the concrete pad to jump start heavy oil production and get adv. coal liquification running which can be deleted once it has started.
